Use this link to access New York's principal environmental laws located in the Laws of New York Environmental Conservation Law ("ECL"). In addition to the ECL, oil spills are governed by Article 12 of the Navigation Law. Click on the spills link for more information about this program New York Superfund Program Use this link to obtain information on the New York State Superfund program which is formally known as the Inactive Hazardous Waste Disposal Site Law. The New York Department of Environmental Conservation (DEC) Regulations in title 6 of the Official Compilation of the Codes, Rules and Regulations of the State of New York (6 NYCRR). This site provides an electronic link to those regulations. While this link may be used for quick research, the electronic regulations are not a certified copy of the rules and should not be relied upon to draw legal interpretations. DEC Cleanup Guidance The DEC has not promulgated soil or groundwater cleanup standards. Instead, the DEC has issued informal policy documents which establish the procedures for determining cleanup standards. Procedures for establishing cleanup goals and cleanup levels for releases of hazardous wastes are found in the Technology and Guidance Memorandum 4046 (TAGM #4046).
